In some of the increased rates of fines in the Central Government’s Motor Vehicles (MV) Act, drivers in Uttarakhand are going to get a small concession. The state government will relax the provisions of penalty in the MV Act as that of Gujarat.
Unauthorized use of vehicles, no license usage, no pollution check certificate, penalty on large size vehicles can be reduced. In this regard, the proposal is to be brought in the cabinet. The revised MV Act has been implemented in the state. In this, the penalty rates have been increased manifold. Apart from this, several new streams have also been added for traffic violations.
However, at the departmental level, the state is empowered to fix the rates of penalty recovery and the center rates are effective only when the matter goes directly to the court. This time there are some sections on which the department cannot fix any penalty from its level. The rest is to be fixed at the departmental level, on which the department has prepared the proposal.
The department has kept the amount of fine in various cases under the Act on the lines of the Central Act, but in many cases, a provision for big exemption has also been proposed. When contacted, Transport Minister Yashpal Arya said that the government is taking full care of the problem of the general public.
The cabinet meeting may discuss amendments to certain rates of fines fixed in the Central MV Act. Suggestions will be taken on reducing the rates in the state. However, the cabinet will take a final decision on this.
