The government have started tightening the scintillation of the government employees, with the proposed agitation from January 31. The government has made clear to all the departments that the strike by the employees is restricted under the Employee Practices Manual. In this connection, the government has instructed the Uttarakhand Officer, Employees, Teachers Coordination Committee not to accept any kind of leave under the proposed agitation program on 31st January and 4th of February. On the other hand, the Coordination Committee has said that this move of the government has been firm on its stand, terming it as repressive.
Government employees have declared agitation against the ten-point demands including increase in housing allowance. In this, the program is scheduled to take place on January 31 and then on 4 February from the Parade Ground to the Secretariat. In view of such kind of staff, Additional Chief Secretary, Personnel and Vigilance Radha Rathudi issued a letter to all Additional Chief Secretaries, Principal Secretaries, Heads of Departments, Mandalis and said that the strike was banned under the State Employee Practices Manual. On the one hand, due to the staff strike or the exclusion of the work, the common man faces difficulties, while there is a delay in governance plans.
Additional Chief Secretary has also cited the letter issued by the department in compliance with the orders given by the High Court on August 29, 2018, in which the order to ban the employees’ strike has been ordered. He has asked all the officials not to accept any leave under the agitating programs and to ensure compliance with the holiday rules in this regard.
On the other hand, Uttarakhand officer, employee, teacher co-ordination committee, which is leading the movement of the workers, has expressed displeasure over this move of the government. Deepak Joshi, President of the Union of the Secretariat, who is in the convening of the committee, said that the court had also said in its order that the government should meet with all the employees’ organizations and settle their demands. There is no meeting in this regard yet. At the same time, there is also preparing to issue a notice to the members of the committee. Employees are stubborn about their demands and are ready to go to any extent.
