Except for Haridwar, 4863 out of 7485 Gram panchayats in the remaining 12 districts of the state are still awaiting formation. Due to the non-fulfillment of a quorum, the newly elected village head and members of these gram panchayats could not take oath on Wednesday. In fact, in these gram panchayats, 30663 posts of gram panchayat members and 124 posts of heads are vacant.
Two-thirds of the members are required to constitute a panchayat. Where the swearing has not been done, the first meeting of the Gram Panchayat will not be held. In such a situation, their heads and members will have to wait until the by-elections are held on vacant posts.
After the completion of the three-tier panchayat elections, now the order of swearing and the first meeting has been started. In this, the swearing-in of chiefs and members was decided in the gram panchayats on Wednesday, but out of 7485 Gram panchayats in 12 districts, only 2622 were the boards sworn in. However, panchayats have not been formed in the remaining villages. On the other hand, the exercise is going on at the government level for the by-election of vacancies in three-tier panchayats. It is believed that it will be sealed by December 1.

Panchayati Raj Act amended again
The Panchayati Raj Act of the state will be amended once again. In this regard, the Cabinet approved the amendment bill in the Act. The bill will be introduced in the House in the session of the Assembly from December 4.
The Panchayati Raj Act is in existence, but its rules could not be prepared. In such a situation, the recent panchayat elections were also conducted under the rules of UP. In view of this, the government is now going to amend the Act. Under this, the Panchayat Raj Manual of UP will also be adopted here.
The cabinet has approved this. Apart from this, there was no provision in the Act of the jurisdictions in view of the settlement of disputes related to elections in panchayats. Now, through the amendment, the jurisdiction is being decided and it is included in the Act. Some other amendments will also be introduced, including adding backward classes to the point related to the educational qualification prescribed in the Act.
